Is tipping a mark of civilization?

Tipping is an old practice which has become out of date and irrelevant to modern society. Besides, it causes problems for the tip-giving public. Service staff should not expect a tip; it's their duty to serve and they are already paid for that! Tipping tends to encourage staff to over-serve those they perceive as good tippers and deny the same service to those they perceive otherwise!
