Should bullies be punished?

Children become bullies because of their own hatred toward something/somebody. Bad parenting could very well be the cause. Teaching those parents how to raise a decent child might be the first step. Bullies don't know that they are full of hate, so punishment might do more damage to both bullies and victims.
