[tom.com:] My question is for Mr. Han. What are the difficulties faced by the private enterprise? Do you think it's a good news for local private enterprises during the course of the central government’s strategy to “rejuvenate the northeastern industrial base?” How do you react at the news first? And what’s your opinion on that now?

[Mr. Han Zhenfa:] In 2004, we issued a document to encourage the development of private enterprises. After the NPC session this year, we will issue a new one on private enterprises. First, enterprises could invest in any sector not forbidden by law. Second, we encourage private enterprises to acquire state firms or take part in their restructuring.
