[China Economic Net:] State-owned enterprises are generally plagued by staff redundancy and huge debts. What measures has Changchun taken to solve the problems? Or put another way, what costs does Changchun plan to pay for such reforms? Also who will pay the costs?

[Mr Mayor:] Changchun has 158 enterprises to reform this year and 5.254 billion yuan is needed for the reform. About 3.059 billion yuan will be paid by the enterprises, 928 million yuan by the central and local governments, and 1.069 billion yuan through the rollover of labor creditors’ rights.
