Guo Zhongqi is a local resident of Changcun village, Lucheng district. He and his five family members used to live off their farmland, but serious family illness drove them into poverty.

Ever since his family was documented as an impoverished household, they have benefited from various welfare policies, including reimbursement of medical expenses for the sick and free technical training for his children. In 2017 Guo's family rose above the poverty line.
