Han Zhongqi is a local resident of Chuiyang village, Lucheng district of Changzhi. He has been a village cadre since 1976.

Having developed a love for studying since childhood, Han has unique perspectives on rural development and has always encouraged villagers to learn different skills and techniques.

During the slack season, Han prompts villagers to take short-term jobs outside of the village to practice their hands-on skills. In the busy season, he inspires neighboring villagers to help each other in agricultural work.

After retirement, Han taught himself iron forging and electric wielding techniques. Nowadays, he is a professional blacksmith of some renown, and he frequently organizes technical training sessions for the poor households.
